Can only the guild leader invite people to join the guild ?

In other MMORPG there are different levels of guild member (officers etc) who can recruit more members.

the Guild Leader & Guild Officers...
Guild Leader can do > Designate a new leader, promote a member to an officer, change the announcement, invite a new member, change the cape, get a guild hall...
Guild Officer > Invite a new member, change the announcement...
Guild Member > participate in the guild

Guild - 100g? thats what it was last time i checked - Guild Registrar
Guild Cape - 2000g aka 2 platinum - Guild Embler/Guild Registrar
Guild Hall - 1250g to 5000g... (sigil trader is almost always out of stock now...) - Get from Lion's Arch (Talk to the Canthan Ferry Captain by the docks)

2000g for a cape? that 1 cape or as many as you like? Kinda shocked at that price, lol.

Once the guild leader create a cape, everyone in the guild automatically wears the same cape. You can change the design later but you would have to pay again.
